The name Kèr Fliēsàg is derived from the Tauric language, as Kèr Fliēsàg was founded by Ktili Pugh, who was culturaly Tauric.
Climate
Kèr Fliēsàg has a yearly average temperature of 26°C (78°F), with its average temperature during the summer being a warm 29°C (84°F) and its average temperature during the winter being a pleasant 24°C (75°F). Kèr Fliēsàg receives an average of 247 cm/y (97 in/y) of precipitation, most of which comes in the form of rain during the summer. Kèr Fliēsàg covers an area of nearly 6 km2 (2 mi2), and an average elevation of 4900 m (16076 ft) above sea level.
Overview
Kèr Fliēsàg was founded durring the late 14th century in spring of the year 1357, by Ktili Pugh. The establishment of Kèr Fliēsàg suffered from many setbacks, delays, and obsticles, most notably a group of Kèr Fliēsàg which required millitary assistance exterminate before the community could finish being built.
Kèr Fliēsàg was built using the conventions of Tauric durring the late 14th century. Naturaly, all settlmentss have their own look to them, and Kèr Fliēsàg is no diffrent. The town's buildings feature timber and earth construction, with most buildigns first floors resembling mounds of earth, with subsequent floors appearing as elaborate log cabins, with each building forming a tiered pyramid of sorts fromed from the stack of rectangular, peek roofed cabins. Most wooden bracing, support, and trim is carved with decorative knotwork, and the larger structures even feature painted trim which emphasises the knotwork.
Kèr Fliēsàg is buildings are arranged arround a network of spacious cobblestone streets which form a diagonal shaped grid, where each square verries in size given the proximity of the paralell streets forming each section. The ocasional smaller square has been used to construct a park, plaza, and other communal structures. The town sits behind an impressive looking clay brick wall. The wall is notable for querried stone blocks being used to renforce the clay bricks in the expected manner and locations. While the wall was built to the exact specifications of modern fortifications, one has to wonder why the money invested into creating such a well fortified wall wasnt spent on a less impressive looking wall crated from sturdier materials. Kèr Fliēsàg's walls would endure a brief bombardment, but only from light siege weapons. It seems more likly the town's walls were not designed with defence in mind but rather lending the town a certain air with visitors. Unfortuantly, these boondoggle-of-a-fortified wall are in extreem disrepair, so much so that one cannot tell if they are decaying from a lack of mantance or damage incured.
A look around Kèr Fliēsàg gives the unmistakable impression the town is one of the strictest places imaginable. Everyone’s actions are clearly directed by laws they keep in heart and mind at all times. Orderly byond order is a phrase which Kèr Fliēsàg brings to mind.
Civic Infrastructure
Kèr Fliēsàg has an Office of Civil Groundskeeping, which works to enforce local ordinances relating to the construction and upkeep up of all plant life, water features, and other natural decorations within Kèr Fliēsàg. They are also responsible for the maintenance of these features. Notably, the OCG is not responsible for Kèr Fliēsàg's parks.
Kèr Fliēsàg has an Office of Civil Vicary, which is responsible for providing a livelyhood for all officialy recognised religious figures within Kèr Fliēsàg.
Kèr Fliēsàg has a Gravedigger's Guild, which is responsible for collecting the dead and laying them to rest according to all applicable laws and religious customs.
Kèr Fliēsàg has a Highwayman's Guild, which is tasked with maintaining the roads and highways leading into town as well as keeping them safe for travelers.

Kèr Fliēsàg has a monistary of an order of Civil Monks, who provide divine-related services to the general public and maintain Kèr Fliēsàg's public wards, blessings, and other arcane systems.
Kèr Fliēsàg possesses an older civil lighting system consisting of street lamps. These lights provide nighttime illumination to most city streets.
Kèr Fliēsàg has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands. They are not to be confused with the Office of Civil Groundskeeping as they do not hold authority over nor responsibility for Kèr Fliēsàg's natural decorations nor waterways.
Kèr Fliēsàg has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.
Kèr Fliēsàg has a public septic system, which allows its citizens to have indoor bathrooms. The septic system is overseen by the League of Sewerkeepers, who posses the legal authority to enforce all laws relating to the septic system, and are also tasked with its maintenance and upkeep.
Cultural Notes
While Kèr Fliēsàg has a public leader, the real authority is hidden from outsiders. This ruler may draw their authority from rationales unacceptable to outsiders, they may have cowed the public authority into obedience, or they may have a mutually beneficial private arrangement with the official ruler.
Kèr Fliēsàg's bank was built using a different architectural style from the rest of the town. The style used is characterized by their massive, monolithic and 'blocky' appearance with a rigid geometric style. It was best known for its rough, unfinished surfaces, unusual shapes, heavy-looking materials, straight lines, and small windows. Modular elements were often used to form masses representing specific functional zones, grouped into a unified whole.
In Kèr Fliēsàg the utterance of expletives is impossible within city limits. This has changed as the limits have changed, but has not kept up with slang, or swearing in foreign languages.
Kèr Fliēsàg's citizens partake in a curious ritual relating to their local kami. It takes place in spring and involves performance art to channel Chronomancy energies of tier 2 via guttural bellowing.

History
In time immemorial, reportedly some time during the late 2nd century Tarn Hanna began to boil, and released a thick toxic cloud from beneath its waters which was isolated to the area around Kèr Fliēsàg, which was swallowed by the fumes for several days. Kèr Fliēsàg lost 237 people, 350 livestock, and 47 buildings in the disaster, though it is of note the local plant life flourished after the disaster. The disaster is referred to as the Grieving Wind.
